This medal, the Order of Merit of Niger, was granted to His Highness The Father Amir Sheikh Hamad bin Khalifa Al Thani, ruler of Qatar from 1995-2013. It was created in 1961 to recognize distinguished service to the Republic of Niger.

The medal consists of a five-pointed silver star with bifurcated arms that are adorned with ball-tipped finials and three-pointed daggers. The star is suspended from two stalks of millet with ears that support a ball. On the front of the medal is a gilt medallion with a green ring that bears the Agadès cross and the inscription "REPUBLIQUE DU NIGER." The reverse side of the medal is plain, except for a central gilt medallion with the head of a bull and a dark green enamel star above. The inscription on the green ring reads "FRATERNITE · TRAVAIL · PROGRES," which is the national motto of Niger. The medal is attached to a green and white ribbon.

To be eligible for this award, one must be at least 30 years old, of good character, and have served in a public role for at least 15 years or a liberal profession for 20 years. In exceptional circumstances, the award may be given for acts of heroism, outstanding achievements, or serious injuries incurred while serving the state, with the exception of serving ministers and members of the National Assembly.
